Hhm yup this is only the section in entire SWR which is of D-Special category. Whenever track renewals and some maintenance like works comes this section will be in top priority for all such things because lot of tonnes together freight run on this section day and night no rest to tracks more than 2-3 hours hardly either freights or passengers train will be running. I don't know what stopping SWR to make it 130kmph section but I hope in future after doubling and RE they may upgrade it.And even in Karnataka if any Dedicated freight corridor should be done then this section will be right one I think for that from Vasco to Chennai via Hubli GTL Yelhanka connecting Bengaluru outer and Vasco to Vishakapatnama via GTL GNT BZA (Amravati Exp route)
