Hashmi, along with Professor Avinash Kumar from the Indian Railway Institute of Civil Engineers, Pune, contributed to the chapter on Reinforced Cement Concrete and Grade Separator in the manual. Hashmi, an IRSSE officer of the 1990 batch, holds a B.E. degree from IIT Roorkee and has over 30 years of experience in railway infrastructure maintenance, management, construction, and projects in India and abroad. He has served in various capacities at Eastern Railway, North Eastern Railway, Northern Railway, IRCON International Limited, Dedicated Freight Corridor, and South Eastern Railway. He is currently working as CPM Construction in Prayagraj, North Central Railway.

Unke paas India aur videshon mein railway infrastructure maintenance, management, construction aur projects ka 30 saal se zyada ka experience hai. Unhone Eastern Railway, North Eastern Railway, Northern Railway, IRCON International Limited, Dedicated Freight Corridor aur South Eastern Railway mein kaafi posts pe kaam kiya aur aajkal woh North Central Railway mein Prayagraj ke CPM Construction ke roop mein kaam kar rahe hain.
