It is not compulsory for every train to get 130kmph clearance. Based on several parameters, trains can be denied 130kmph.

The primary procedure of getting 130kmph clearance are
1. To get CRS sanction.
2. Operating dept to examine whether a train requires 130kmph clearance (Trains like Shram Shakti Exp, Ganga Damodar Exp were not forwarded for GM sanction to prevent before time arrival)
3. To observe whether the train runs with ICF RA/Saloon Car. Example: Magadh Express not allowed 130kmph b/w DDU-NDLS , 13071/2 HWH-JMP Exp was not allowed at 130kmph for 2years due to having Saloon car daily (now cleared after relocating the Saloon Car to 13015/6 Kaviguru Express)
4. To get GM sanction/PCE sanction for nominated trains (attaching a circular of how it looks, you will find TATA-BXR Exp not allowed at 130kmph in 2nd phase of nomination)
5. To get the crew ready for highspeed run . Not all crews are cleared as Highspeed crew. (This is the reason why 22213/14 still runs at 110kmph on some days as Asansol HQ has shortage of HS crew)
The trains you mentioned were not found feasible at any level of the above criterias (as of now). In future they might be cleared.

1. CRS sanction lena.
2. Operating dept dekhna ki kya train ko 130kmph clearance ki zaroorat hai (trains jaise Shram Shakti Exp, Ganga Damodar Exp ko GM sanction ke liye aage nahi badhaya gaya taaki waqt se pehle na pahunche)
3. Yeh dekhna ki train ICF RA/Saloon Car ke saath chal rahi hai ya nahi. Example: Magadh Express DDU-NDLS beech 130kmph nahi chali, 13071/2 HWH-JMP Exp ko 2 saal tak 130kmph nahi diya gaya kyunki usmein roz Saloon car hoti thi (ab Saloon Car ko relocate karne ke baad 13015/6 Kaviguru Express ko clear kiya gaya)
4. GM sanction/PCE sanction lena nominated trains ke liye (yeh circular attach kar raha hoon, aapko TATA-BXR Exp 130kmph par nahi chali yeh second phase nomination mein mil jayega)
5. Crew ko highspeed run ke liye ready karna. Sab crews ko Highspeed crew ke liye clear nahi kiya gaya. (Yahi wajah hai ki 22213/14 abhi bhi kuch dinon tak 110kmph par chalti hai kyunki Asansol HQ mein HS crew ki kami hai)
