This move by Railways needs to be revisited on the following grounds:
1 Nature's Call can't be predictable and it's an emergency
2 It will create serious problems for all specially elder people, kids and mothers and sisters
3 It will create serious problems for people having ailments in heart, kidneys etc

It will also create immense problems for people having dysentery and IBS(Irritable Bowel Syndrome)
Rather this system needs to be modified on the grounds of cleanliness in the stations by duly considering the problems of Train Passengers.
If Bio-Toilets can be made possible to install in all Coaches of IR like Airplane then I think no such restriction will be required.
(It's not a Correct Solution, the Correct Solution is equip all Coaches with Bio-Toilet ASAP)

Cleanliness is the must. You can't believe what I had witnessed just two days before. Returning by Midnapur EMU, just before Tikiapara 12246 DN YPR HWH Duronto crossed our train through the middle line of SER(Serves both UP & DN) hauled by a Worn Out SRC WAP-4(Ek new WAP-4 bhi ise nasib nehi hua). The Passengers can't even sit aise khusboo aa raha tha bhai woh train se, thank God we overtook it at Tikiapara. The entire Hybrid LHB rake of HWH YPR Duronto is very badly maintained. No cleanliness, coaches emit bad odor always, specially the Pantry Car is like hell the entire train is the dwelling of rodents. You can find Mice Catchers under the berth of every compartment of it.(Horrible experience of mine in 2012 in it)
