Since ICF has very strong design and construction prowess, then it is better to en-cash the same by expanding its capacity rather then announcing several new coach factories at several locations. The amount invested in ICF can give quicker expansion of capacity, with better quality, with lower manpower requirement at lower cost for IRlys.
