Some of the drawbacks of above plan:
1) Condemnation of 5000 D-locos is a costly affair loss of about 50000 crores (50% cost of D-locos)
2) Procurement/ manufacture of 10-12K E locos in 2.5 yrs is a very difficult (almost impossible) task
3) Procurement cost of these many e locos need astronomical 1.5-1.8 lac crore Rs. in next 2.5 years

Rather than going for rapid electrification at break neck speed (planned @10000-12000 km/yr) to achieve 100% electrification in next 3 years, it would be better to at a reasonable pace of 3000kms per year. Spared funds should be utilized for construction of DFCs & doubling/tripling of highly congested money spinner routes of IR.

3) Getting that many E-locomotives is gonna cost a crazy amount, like 1.5-1.8 lac crore Rs. in the next 2.5 years.
4) If we don't have enough E-locomotives, we gonna have to use those outdated D-locomotives on the new electrified tracks, which is not cool at all.
Instead of rushing to electrify everything like crazy (planned @10000-12000 km/yr) just to hit that 100% electrification target in 3 years, it would be smarter to take it slow and do like 3000kms per year. Save that money and put it towards building new tracks and improving the super busy and money-making routes of IR.
