Not a very good decision. Ideally the fares should be reduced and equal to First class journey tickets. So that automatically existing pass holders would have taken benefit of AC services. If the authorities can't ensure sufficient TTEs in these services at all the times then this facility will be abused by second class pass holders.

AC suburban train and charging 4 Rs/Km for it is just too high ** In Delhi Metro which is considered as world-class, for 50 km journey from Noida City Center to Dwarka sector21, the fare is just 60 Rs. ** metro construction is many times costlier than suburban railway. The fare for Mumbai Suburban ac travel should be lower than Delhi Metro. ** So chances of success of converting all suburban trains into ac are remote, unless fares are made reasonable.
