It's the guard's job to make sure everybody's gotten on the train platform before giving the go-ahead to the LP. If the guard doesn't have that responsibility, then why have a guard on the trains in the first place? As for increasing the number of coaches, that's up to the Railway Department. Since the rack length is limited, they have to figure out which composition will bring in more profit. It's the duty of the RPF, GRP, TTE, and other security staff to prevent passengers with waitlisted or invalid tickets from boarding the train. I'll just blame the GRP, RPF, guard, LP, and TTE for this incident.
