The Tata Group, as the concessionaire, is responsible for the design, finance, construction, and transfer of the project under the Public-Private Partnership (PPP) model. The PMRDA has granted the Tata Group 9.7 hectares of land for commercial development as part of the PPP agreement. The Tata Group will hold concessionaire rights for 35 years, subject to government approval for extension.
