The idea of a new terminal has been in the works since 2008, but due to space limitations and operational issues, it couldn't materialize. Last year, a location near Central Station at Salt Cotaurs was considered but discarded because of challenges in train shuttle alignment and groundwater issues. The proposal for the Villivakkam terminal is still in its early stages, but the availability of railway land in Perambur and Villivakkam makes it feasible. The carriage and loco workshops' operations may eventually cease. The ICF shell division will need to provide land for the terminal alignment, but this won't affect their coach manufacturing activities as they primarily take place at the finishing division. The Perambur loco workshop may merge with another railway facility, but no decision has been made yet. The Chennai-Villivakkam-Thiruvallur section currently has four lines, including two slow and fast lines. There is also a line connecting Villivakkam to Padi through Anna Nagar used for coach stabling. The proposed terminal will be located on land from the ICF shell division in the northern part of the area. The land will connect the existing railway lines to the new terminal.

Last year, Central Station ke paas Salt Cotaurs mein bhi jagah dekha gaya, lekin train shuttle alignment aur groundwater depletion ki wajah se woh bhi cancel ho gaya. Villivakkam terminal ka proposal abhi initial stage mein hai, lekin Perambur aur Villivakkam mein railway land available hone ki wajah se yeh possible hai. Carriage aur loco workshops ka operation aage chal ke band ho sakta hai. ICF shell division ko terminal alignment ke liye land dena padega, lekin isse unke coach manufacturing activities pe koi asar nahi padega, kyunki yeh kaam unki finishing division mein hota hai. Perambur loco workshop ko kisi aur railway facility mein merge kiya ja sakta hai, lekin is par koi decision abhi nahi hua hai. Chennai-Villivakkam-Thiruvallur section mein abhi four lines hain, jismein do slow aur do fast lines hain. Ek aur line Villivakkam se Padi tak Anna Nagar se hoti hai, jiska use coach stabling ke liye hota hai. Propose kiya gaya terminal ICF shell division ke uttar taraf ke land par banega. Yeh land existing railway lines ko new terminal se connect karega.
