What I have seen since I live near to IZN, the chances for a new train is slim, when already trains like RMR-AF Exp and JHS-LKU spl were running jam-packed.
The first thing they could do is to re introduce the abandoned MG Kumaon Express.

Next from RMR they could introduce a service upto Tambaram or MS.

more...
is again washing pit issue at Kathgodam and 20+ coaches are tough to handle owing to gradient.
.
At RMR almost 3-4 pitline lay empty throughout the day, so better a connection via KPV-LKU-IZN-KSJ-MTJ-AGC could be really helpful.
.
Finally RMR-HWH spl could be regularised as the sort of patronage it got, certainly it's a superhit prospect if looked into.
