Located at the left of the main entrance if going inside station. If coming out, take the subway and exit,you will find ticket counter at left and ac waiting hall at right side
but why bathing is not allowed, mostly people use waiting halls for using toilets & bathrooms & if bathing is not allowed then this waiting hall is not of much use i guess

Yes you can,it's a paid waiting hall so even if you have wl list or general ticket you can use it.

If you want best south indian meals as well as tiffen visit RS Mess ( Veg Hotel). Exit through PF1 and take left and walk for about 200m you will find the hotel opposite to City Union Bank ATM. Morning only Breakfast. Unlimited Meals available during both noon and evening .
