Why most of the time Express/ SF/ Passenger trains from SDAH/ KOAA are allotted with ASN WAG locos where there are plenty of WAP's available at HWH?

class coach to the Godda-New Delhi-Godda Humsafar Express (12349/12350), Malda Town-Patna-Malda Town Express (13415/13416), Kolkata-Balurghat-Kolkata Express (13161/13162), and two sleeper class coaches to the Malda Town-Patna-Malda Town Express (13415/13416) and Kolkata-Balurghat-Kolkata Express (13161/13162), and a second-class seating coach to the Sealdah-Lalgola-Sealdah Bhagirathi Express (13103/13104). Additionally, 272 coaches have been temporarily added to various trains to handle the peak season. Eastern Railway has also converted two rakes of the Sealdah-Bamanhat-Sealdah Uttarbanga Express (13147/13148) from ICF to LHB coaches, aiming to provide a safer and more comfortable journey for passengers.
