I have always seen across India in many places that passengers travelling in the road below wait for the trains to pass through before going.
Is it due to the fear of waste or water from toilets falling on them below?.....in many cases even if the bridge is big enough people still wait for the trains to pass.

Exactly. I did not see anywhere in India that vehicles are waiting for the train to pass even if there is very good underpass or over-bridge. As most of the old railway bridges are like this, the same situation will be there in all those areas. Railway & Municipality should take appropriate steps to avoid this issue. This problem of waste water falling reduces the usage of Underpass and it seems that there is a Railway Gate above, but vehicles need to stop on both sides till the train passes. This "Phantom Railway Gate" is creating a lot of traffic congestion, especially during rush hours, as Thavakkara Bus Terminal is adding to extra rush. Either they should construct a cover just below the existing tracks or install parallel special canals to collect the waste water falling from the toilets and push it...

to the existing Municipal Drainage System. Till now, nobody is concerned about this hot issue. Bike travelers are the worst affected due to this unexpected rain fall. Many media and public complained regarding this issue many times, But neither Municipality nor Railway is taking any action or they do not want to listen this issue at all. Three years back, my friend working in DSC complained this issue to Palakkad Divisional authorities, but has not yet heard of any action till now. He, his wife and baby had an horrible experience at that time under the bridge. The system shall be same as the new concrete Railway Bridges over the rivers : Either full concrete with sufficient drainage, so no water will go down, or a collection sheet just below the existing tracks.

In thavakkara the 3rd track is fully concreted.. That is new track.. Other two tracks are too old and no covering.. Waste water directly goes to below..
