No, the official distance is inflated by 30%. So though it is true that Tejas covered a 3hrs delay, the top speed was 90-100 KMPH only.
FYKI: The actual distance in between CSTM- KML is 552KM, whereas the official distance is 708KM. IR adopts this inflation over those routes where construction cost is higher mostly because of rough terrain or complex bridges. For ex:
1) UMB-KLK (104KM against actual 70);

more... KLK-SML (287 against 96);
3) CSTM-MAO (765 against 580);
4) NBQ-GHY via GLPT (209 against 179);
5) NBQ-GHY via RNY (174 against 157);
These are the routes I know; there may be other routes, but I am not aware of them.
