Probably the first RM to admit & understand that working of IR is grossly inefficient and the organisation need need efficiency hike.
Where as previous RM mainly pitched for investment hike though efficiency was also addressed to,

More investment is a must at this juncture when most of the main lines are saturated. More Budgetary support is also a necessity as increasing non fare revenue through sources like monetisation of assets is very difficult and past experience had been very discouraging. Although good jump has been achieved in last 2 years, but still there is a long way to go for this source to become substantial chunk of total IR revenues.
