In all probability, the auto signalling territory in India has increased marginally as kamshet talegaon section on mumbai pune line is also under auto now :)

while an exact answer is difficult for me to provide, it does seem that the reason for sparking is soot due to diesel.
from the video's description, it looks like the region is newly electrified and that only a few passenger trains operate on electric traction. rest do so on diesel, and the soot from unburnt diesel leads to the wire behaving as an insulator at certain stretches, thereby leading to poor contact by panto and causing sparking.

Not aware exactly how long
but it does take long time :P problem is, you can't just simple plant signals and run away, you need OFC too along with that, and because signals are a key element in train controlling, I believe it needs traffic blocks before a section is finally installed and commissioned.
