That was done by RPF. Definately everyone was not arrested but many of them were arrested by the RPFs and the damage was recovered from them only. The same thing was published in news also, u can search the same in google

No people were arrested in all the 3 states - Bengal, Bihar and Assam. And regarding the recovery of property loss, it was told RPF only. Now whether the same has been implemented or not is known only to Railways
