* Experience of container freight train operators had been far from satisfactory.
* Independent regulator with adequate teeth (powers) is required to give the pvt train operators a level playing field with IR with whom it shall be competing.
* Just like state electricity boards have been broken into separate power generation and power distribution companies, IR need to be bifurcated into two independent companies i.e. IR-operation (Train operator/owner) and IR network (network owner/maintenance)
