GNWL is always first. If at all any GN seats r still left over, then they go next to PQWL as PQWL also falls under source charting, followed by RQWL/RSWL (those quotas whose destination falls before 1st RLWL station seen in most SR originating trains). And after PQWL utilises all GN seats, then comes intermediate RLWLs. So RLWLs have got the least priority.
But there r RLWL exceptions. For example those RLWLs ex major stations like DLI, NDLS, SC, HWH, MAS, MS, SBC, TPTY, VSKP, etc.. have high intermediate quota seat allotment that hinder easy clearance from source.
