Ballashah Gudur has got 130kmph approved certificate 2yrs back. In Oct 2022 all LHB trains are allowed to do 130kmph and also in many other routes where 130kmph upgradation has taken place. In Jan 2023 Vijayawada Vskp section is upgraded for 130kmph for VB and from Feb/March order trains are also allowed. In JTJ section also all LHB trains are being allowed to do 130kmph. The TT are not yet implemented in any of the section in SCR too and may be implemented ftom OCT 2023 when new TT comes into force and majority of the Loco pilots gets 130kmph training and running certificate. It not about North South divide but it's technical requirements in ground level signaling clearance of cargo trains due to increased speed of express trains to let them to in main lines.
