Bilaspur and Chhattisgarh work in tangent .. Just like Bhubaneshwar and Cuttack ! Raipur was a newly planned capital city built after formation of state.. capital was shifted from Bilaspur to Raipur..
on the other hand .. the real aim to extend the Rajdhani to DBRGH was to connect New delhi with the capital of seven sisters through the nearest rail station..

Due to gauge constraints train did not use to ply towards AGTL , Silchar earlier.. so through Rajdhani Dimapur , Lumding and Dibrugarh was aimed to be connected.
