Competent people great!! Yes really. IR wanted to move to fully AC trains and conceptualized idea to design 3ACE and ACCE for replacement of sleeper and General. During the design phase they wanted to design the coach with ambient temperature of 25 deg so that they don't need bedding and also reduce the energy cost, add more berths and keep the fare low. But in reality they have provided more features than it 3AC and kept the fare almost equal to 3AC just 8% less. Furst they didn't provide bedding but as fare is equal to 3AC people expected bedding to be provided and IR complied to it and wanted to stop the production of 3AC in 2023-24 production plan and fixed the fare of 3ACE as 3AC in March 2023. Now they have come up with new concept Amrit Bharat with non SL and GS to cater to masses and plan to manufacture 200 rakes in next 2-4 yrs which will used for another 20 years. What sort of planning is this? The same happened with high powered diesel engine manufacture plant for which global tenders are called and locos on tracks now and suddenly turned down now.
