On par with AC local, I guess. IMO, it might be suitable for AC EMU and affordable for Metro cities but VM is kind of MEMU category hence price should be competitive and lesser than AC EMU and on par with the fare of AC Bus.
In short, Price shouldn't be greater than the fare of Road transport's AC bus.

So, 0.85-0.90Rupees/1km can be a competitive price for VM.
Many may disagree with this, its just my opinion to provide affordable connectivity for all sections of people and competitive pricing among other transports. If the fare is greater than other transportation, there is no point in having railway infra.
