Logic is very simple.
1) Remote Quotas are actually not quotas but WL. If you see carefully no confirmed berths is issued against during booking for RLGN and RSWL. Since RLGN and RSWL are carved out of GN (Originating Station Quota), confirmed berths are issued from GN.

more... a start-end quota; implying it can also be applied for start-end leg; PQ can thus be associated with any and every quota. (Depending upon availability against the particular journey leg or journey quota.
Journey leg:- A-B (Actual journey leg)
Journey Quota: A-C (A-B shares and falls under A-B Quota)

When all the confirmed berths applicable for the journey leg/journey quota was exhausted, RLGN commenced and the last passenger was issued berth in WL'ed position.
