Depends on the number of coach for a particular class, the particular class itself and the distance, and the original caterance of the train and the route in which it plies, the timings in that particular sector or rather stretch and even the day of travel I would say. Even great pooled quota waitlist like PQWL/151 has confirmed for me due to berth multiplexing in shorter distances and where preferences are not much in weekdays where as PQWL/50 has ended up for me in waitlist in one another short stretch in the same train during weekends. Can't generalise that PQWL is worst and GNWL/RLWL/RSWL/TQWL is best for that matter. Even there are instances where PQWL/TQWL directly confirms whereas GNWL ends up in RAC, and there are some instances vice versa as well where GNWL fetches atleast RAC whereas PQWL/TQWL ends up in WL.
