Bank guarantee, which further complicates the situation. Kerala is already facing a financial crisis with reduced central allocation and ongoing legal battles, and doesn't want to risk further financial entanglements. The railways are asking for a 50% cost share for the Rs 3,800.93 crore project, but have offered to bear the entire cost of track doubling. They require a letter of agreement and eventual formal agreement for this project due to past instances of states backing out on cost-sharing agreements. The 100 crore allocated for the Sabari railway line in the central budget could be wasted if Kerala doesn't agree to share the cost. The project was frozen in 2019 and land acquisition can only begin after the letter of agreement is received. The 111 km Sabaripath, announced in 1997, has only seen the construction of 7 km of track and a Periyar flyover. The remaining project requires acquiring 274 hectares of land and constructing 104 km of track with 14 stations.

Kerala pehle se hi central allocation kam hone aur chal rahi legal battles se financial crisis mein hai, aur woh aur financial tangles mein phansna nahi chahta. Railways Rs 3,800.93 crore project ka 50% cost share maang raha hai, lekin track doubling ka poora cost woh khud uthane ko taiyaar hai. Past mein states ke cost-sharing agreements se peeche hatne ke cases ke karan unhe letter of agreement aur aakhir mein formal agreement chahiye. Agar Kerala cost share karne ke liye agree nahi karta hai, toh Sabari railway line ke liye central budget mein alag kiya gaya 100 crore waste ho jaayega. 2019 mein project freeze kar diya gaya tha aur land acquisition tabhi start ho payega jab letter of agreement mil jaaye. 1997 mein announce kiya gaya 111 km Sabaripath mein se sirf 7 km track aur Periyar flyover ban paya hai. Baaki project ke liye 274 hectares land acquire karna aur 104 km track bana kar 14 stations banaane padenge.
