Rewarding the staff averting accidents is essential. Giving recognition, merit certificate, cash award, paid holiday etc are some of the options. Out of turn promotion is a very big reward which will motivate the recipient like any thing. But in a government organisation where seniority matters more than competence/merit as compared to private sector, it is a double edged sword and may prove counter productive in long run:
(1) Several rail employees who shall get superseded due to out of promotion of one employee, may get annoyed & demotivated which in turn may adversely effect their dedication
(2)...
more... Such a big reward may promote deliberate sabotaging, followed by remedial measures, which is ultimately reported as a case of averted accident to get out of turn promotion.
